We call upon provincial, territorial, municipal, and community archives to work collaboratively with the National Centre for Truth and Reconciliation to identify and collect copies of all records relevant to the history and legacy of the residential school system, and to provide these to the National Centre for Truth and Reconciliation.
Why “Stalled?”
July 20, 2023: The Senate Standing Committee on Indigenous Peoples released a report “Honouring the Children Who Never Came Home: Truth, Education and Reconciliation”. The report identified the Federal Government, Library and Archives Canada, a number of Roman Catholic entities and the governments of Manitoba, Saskatchewan, Ontario and the Northwest Territories as not complying with Call to Action # 77 and releasing all documents in their possession relating to residential schools.
Jan. 20, 2022: The Government of Canada signed a Memorandum of Agreement with the NCTR to share Residential School narratives not previously in their collection and are working with the NCTR on the next category of information to be shared, more than one million documents converted to a more readable format.
On Oct. 19, 2021, the NCTR said it’s still missing the final versions of school narratives and supporting documents from the federal government used in the Independent Assessment Process – the claims process in which residential-school survivors testified about abuses they suffered.
Additionally missing are various Library and Archives Canada quality records and records from provincial governments, most of whom have not yet produced vital statistics, including death certificates for children lost at schools or coroners’ reports
